His period at UCL was one of outstanding progress, the library expanding from a very small college collection into one of more than 250,000 volumes. His move to the CLS was an act of faith as in 1926 it was poorly housed and had only the potentialities of the future to commend it. Its spectacular growth into the NCL was his achievement more than that of any other man. His Library cooperation in the British Isles (1937) was also pioneer work.
